Mr. Taylor was born in Ohio and has lived in Kansas, Oklahoma, Texas, and Maryland. He obtained his undergraduate and law degrees from The Ohio State University and settled in Zanesville after serving in the Army.

Bill is a charter member of the Eastern Mineral Law Foundation and has lectured and written about natural resources, banking, and environmental topics.

He is Chairman of the Ohio Oil and Gas Commission and Vice-President of Ohio State Legal Services.

Mr. Taylor is admitted in Ohio and Montana, and his practice is general with emphasis in business and environmental law, including banks, hospitals, natural resources, and real estate development.
